There are two main speculations regarding the Pokémon Go Tour: Sinnoh event. Some believe that a large batch of content will be dropped, featuring many species to hunt through various features. Others think that the event may focus more on Pokémon releases and therefore lack Shiny content. The top-voted comment suggests that only Shaymin will have a Shiny form available during the Sinnoh tour, while the other three Mythical Pokémon will be initially released without their Shiny versions.
